Monitoring of Breeder Seed
The breeder seed is the progeny of nucleus seed and is very important in the seed production programme. The breeder seed is produced under the direct supervision of the quality breeder and is monitored in the field by a monitoring team constituted by Indian Council of Agriculture Research consisting of Director Seed Certification, nominee of National Seeds Corporation Ltd. and concerned breeder. The names of the Research Stations which produced breeder seed during 2010-11 are mentioned atAnnexure-1 and the area monitored for breeder seed production during the year is given in the following Table.

Certification of Foundation Seed & Certified Seed:
Foundation seed is the progeny of breeder seed and is produced from the breeder seed at the farms belonging to the Department of Agriculture H.P., CSK H.P. Krishi Vishwa Vidayalaya and Dr. Y.S. Parmar University of Horticulture and Forestry (Annexure-2). Whereas, Certified seed is the progeny of foundation seed and is produced from the foundation seed in the state by the Department of Agriculture H.P. Lahaul Potato Growers Society and on Private Growers’ fields. The area of foundation as well as certified seed is registered with the H.P. State Seed & Organic Produce Certification Agency. The crops meant for such seed are inspected in the field by the Agency’s staff to ensure that no off type plants and weeds are found in such crops. These crops have to fulfill the minimum field standards, prescribed by the Central Seed Certification Board, constituted by the Ministry of Agriculture, Govt. of India. After the harvesting of the crop, seed samples are taken and tested in the State Seed Testing Laboratories. If the seed is found to meet the minimum seed standards, such seed is allowed to be tagged and sealed by the Agency. The tagging and the sealing is done by the Agency staff observing all possible care to maintain the quality of the seed at the grading centers mentioned at Annexure-3..
During the year under report, the foundation and certified seed of different crops was produced in an area of 1173.217 and 3585.510 ha. respectively and the quantity of foundation and certified seed sealed under different crops was 54917.225 and 10966.524 quintals, respectively (Annexure- 4 and Annexure 5)..
Area Registered and seed sealed since inception:
The Agency started the work of certification of seeds of different crops in the year 1979-80. So far, since inception the Agency has registered an area of 115416.2357 ha. and sealed 4171019.014 quintals of foundation and certified seed. The detail are given in Annexure-6. The area registered from 2003-04 to 2008-09 is shown at a glance in Figure 5.
