The weather conditions during the year 2007-2008 were not favourable for Agriculture in Himachal Pradesh. During Monsoon  season of 2007 (June-September), the rainfall was excess in Kinnaur district, normal in Bilaspur, Hamirpur,  Mandi and Una districts deficient in Kangra, Kullu, Shimla,  Sirmour and Solan districts and scanty in Chamba and Lahaul- Spiti districts. For Himachal as a whole the total rainfall during entire monsoon season was -36% of the annual normal rainfall. The  performance of south west monsoon during June to September, 2007 in different districts of Himachal Pradesh is given in Table-2.
